Thunder sounds out over a mountain here, its noise bigger than the shape that made it — the image of something slightly overstepping its proper size. The classical judgment is explicit: fine for small matters, wrong for great ones, like a flying bird whose call outruns it — better to stay low than to climb high, and real good fortune comes from staying low. As a situation, this tends to show up when scope discipline matters most: a move that's fine at modest scale but risky the moment it's treated as bigger than it actually is.

Judgment (卦辭)
小過，亨，利貞，可小事，不可大事。飛鳥遺之音，不宜上宜下，大吉。
A small overreach that still succeeds, fit only for small matters, like a bird whose cry trails behind as it descends.
The six lines (爻辭)
初六：飛鳥以凶。
A bird flying upward brings misfortune.
六二：過其祖，遇其妣，不及其君，遇其臣，無咎。
Passing over the grandfather to meet the grandmother, missing the lord but meeting his minister — no blame.
九三：弗過防之，從或戕之，凶。
Failing to guard carefully enough, he is followed and struck down — misfortune.
九四：無咎，弗過遇之。往厲必戒，勿用永貞。
No blame — meeting the moment without overreaching, though pressing forward is risky and calls for caution.
六五：密云不雨，自我西郊，公弋，取彼在穴。
Dense clouds gather with no rain over the western outskirts; the duke shoots an arrow and pulls prey from its burrow.
上六：弗遇過之，飛鳥離之，凶，是謂災眚。
Overshooting the mark, the flying bird is caught in a net — misfortune, a disaster of its own making.
